The king of the third Lostbelt, Qin Shi Huang is a fabulous dystopian cyberpunk robot emperor. He’s the first Ruler to be introduced since Sherlock was a year and a half ago, and he makes a strong case for being the best in his class. Mechanically he’s kind of like a hybrid of Leonidas and Inshun, but as an SSR Ruler.

Quick supports appreciate the extra damage, though, and having more Quick buffs can matter in some circumstances. Usage Tips: Fran is a point servant for Quick teams, and despite her defensive utility she’s primarily built to move fast. Skadi is, of course, a great partner for her—Fran loves the Quick buff, and Skadi’s battery can cover a turn of bad card luck—but Fran’s unusual kit means she can also function well with more atypical partners.

Using her is generally speaking going to be more trouble than it’s worth, and she’s pretty much completely dead when it comes to farming, but if you’re dedicated enough and you have the right tools she can be functional for harder content. In exchange for this, she has bad cooldowns, weak synergy with her best support, situational damage output, and, of course, essentially no class advantage context. She’s a situational investment at best and not even especially valuable in those cases.

Unfortunately, she has cooldown issues on her most important skill, and her kit is just “fine” outside of her battery access.
