The Raptor barrel in the Stainless II slide with the same mag chambered just fine by racking the slide. I’d never fire it like this but manually working the slide it operated. This was the result I expected.

If the cartridge chambers and the pistol goes fully into battery then the extractor is, in fact, causing the feeding malfunction.
