Brand new cd skipping.

I got a brand new CD. Looking at the the disc in the sunlight it looks flawless. However the last track on the CD is defective and skips. I ripped it with iTunes. Is this a manufacturing defect? I just deleted the track from my Plex library so it's no big deal. You can check this by keeping the CD against the light. This layer is never entirely perfect but if the "blank spots" are big enough and/or close to each other, enough information is missing to cause skipping. Q.
