There is a small detaunt that the blade sets in so it is centered to the shaft and the bolt. Tightening the bolt with a wrench will not get it tight enough. Make sure the bolt threads are ok and not stripped. You might need to try disconnecting the outside rod and using vise grips to exercise the lever. Finally, attempt to turn the PTO shaft manually. When shifted one way, it should be free, turning very easily. When shifted the other way, it should be connected to the PTO driveshaft, clutch, and turn much harder.
